James R. Baker, P.E., joins planning, engineering and program management firm Lockwood, Andrews & Newnam, Inc. (LAN) as a regional transportation manager. In this role, Baker will lead the firm's transportation group in the Houston region.

Baker has more than 20 years of experience leading transportation projects and programs for major infrastructure clients. His areas of expertise include program and project management, transportation engineering, tollway design and operations, quality management, and business development.

During his career, Baker has worked with multiple counties and major transportation authorities throughout Texas. He served as a design manager for the Harris County Toll Road Authority, supervising more than 20 consultant contracts and $250 million worth of expansion to the existing system. In addition, as project manager, he led the design team for the construction of Westpark Tollway / Grand Parkway (SH99) interchange for Fort Bend County Toll Road Authority.
