The UCR program is a Federally-mandated, annual state-administered registration program under 49 United States Code (USC) Section 14504a. Fees are based on fleet size and compliance is for all interstate motor carriers, property brokers, forwarders and leasing companies operating in interstate commerce. “According to the national UCR administrator, there will be a strict January 1st enforcement date this year, which means carriers can face up to $1,100 civil penalties in certain jurisdictions during roadside inspections for non-compliance starting the first of the year.
