At the Feb. 6, 2012, commission meeting, Dr. Elizabeth “Liz” Blanchard was elected chair of the Port of Stockton Board of Commissioners. Blanchard, who holds a doctorate in psychology from the University of the Pacific, is the first woman to serve in this capacity.

Blanchard became a commissioner in 2008 and most recently served as its vice chair. She has been active in the community, education and government relations. During her tenure on the board, the Port has successful received major funding grants and achieved federal dredging activities, which have substantially led to increased port maritime business.

“I am pleased to accept this appointment,” Blanchard said. “I have an extensive working knowledge and understanding of the Port’s vital role in the economics of our region and will work diligently to serve the diverse stakeholders, community and business.”

Blanchard worked for eight years on the Stockton City Planning Commission and two years on the San Joaquin County Planning Commission. She is past president of the San Joaquin Delta College California Teachers Association, professor at San Joaquin Delta College and administrator at the School of Education at the University of the Pacific. Her numerous community organizations’ service includes 2008 president, Chinese Benevolent Association; 2008 board member, Jene Wah Senior Center of San Joaquin County; 2008 honorary member of the Stockton Rotary International; 2008 vice president of the American Legion Women’s Auxiliary; secretary for Soroptimist International; scholarship chair for Stockton Cathay Club; vice chair of the Association of Pacific Ports and on the American Association of Ports Authorities Public Relations Committee. Additionally, Blanchard has been recognized with several awards, including UOP Educator of the Year; Susan B. Anthony Community Service Award; San Joaquin County Chinese Cultural Society Woman of the Year; Soroptimist International Outstanding Business Woman of the Year; and Delta Kappa Gamma Educator of the Year.

Commissioner Stephen Griffen, a longshoreman and local business owner, was elected Vice-Chairman. The Port of Stockton Commission is comprised of seven members, with four appointed by the Stockton City Council and three by the San Joaquin County Board of Supervisors.
