Charleston, SC tariff increase

he South Carolina State Ports Authority plans on making changes to Terminal Tariff No. 8 effective January 1, 2015. Below are the primary areas affected. Details will be published at www.scspa.com and e-mailed prior to taking effect.
General:
Rule 34-211 Harbor Master Fee
Increase of approximately 2.5%.
Rule 34-212 Dockage
Increase of 3%.
Rule 32-213 Terminal Security Surcharge
Increase of approximately 3%.
Container:
Rule 34-215 Container Charges
Decrease Non-contract Unit Fee to $175/container.
Establish Non-contract Transshipment Fee of $125/container.
Stevedores:
A new section for Stevedores will be added to the tariff. Included in this section will be Rule 34-445 Gate Fee of $13/pier container billed to the lines by either Charleston Gate Company or the SCSPA. The charge shall apply during regular working hours and Saturdays. Use of Holiday Gates may be compulsory and additional charges will apply.
Additionally we would like to inform you that due to increased demand there may be possible changes to container gate hours. We will give more information as soon as details are finalized.
Breakbulk:
Rule 34-245 Wharfage
Increase of approximately 2.5%
Rule 34-250/251 Usage
Increase of approximately 3%.
Rules 34-260 - 32-380 Handling
Increase of approximately 3% on selected commodities.
