FORT WORTH, Texas - Freese and Nichols, Inc. has hired Joseph (Joe) Waring, P.E., as a project manager for the firm’s Southeast Texas Transportation Group, which is based in the firm’s Pearland office. With nearly 30 years of experience, Waring specializes in roadway, stormwater, bridge and interchange design. Most recently, he was a transportation engineer at the Texas Department of Transportation (TxDOT), where he has worked in various positions since 1987. In this role, Waring was responsible for design, construction management and maintenance oversight for a wide variety of transportation and public works projects. “Joe brings an impressive track record of oversight on major transportation engineering projects to our firm,” said Bob Pence, CEO of Freese and Nichols. “His unmatched experience and credentials will add tremendous value to our growing team in southeast Texas.”

While at TxDOT, Waring provided construction management over numerous major projects, including the IH 45 bypass interchange and the NASA Road 1 bypass, which together totaled $96 million. The latter project was especially challenging, because it involved several cities and numerous utility conflicts. Waring coordinated with the public works directors of the cities of El Lago, Pasadena, Seabrook, and Taylor Lake Village to successfully complete this project. He also worked closely with civic groups to provide updates on and work through bypass-related issues that affected more than 100 businesses and many residents. Waring earned a bachelor’s of science degree in civil engineering from Lamar University in Beaumont, Texas, and is a registered professional engineer in the state of Texas.
