New Senate bill introduced to replace HMT

Senator Murray (D-WA) introduced the Maritime Goods Movement Act for the 21st Century (S. 1509) to establish a Maritime Goods Movement User Fee and provide grants for international maritime cargo improvements and for other purposes. Senator Murray (D-WA) issued a news release stating that she and Senator Cantwell (D-WA) introduced legislation to replace the Harbor Maintenance Tax (HMT), which they assert diverts American-bound cargo to ports in Canada and Mexico.
