Charles J. (Chuck) Lawrence, Director of Engineering for the Philadelphia Regional Port Authority (PRPA), has been named Engineering Manager of the Year by the Philadelphia Section of the American Society of Civil Engineers.  Mr. Lawrence will be honored on Friday, May 14, 2010 at the group’s annual Spring Social and Dinner Dance at Citizens Bank Park.

Mr. Lawrence, who joined the PRPA in 1985 and was named Chief Engineer/Director of Engineering in 2001, is responsible for the oversight of a $15 million capital budget and $4 million operating budget for the ongoing operation of 10 port facilities owned by the Commonwealth of Pennsylvania.

In addition, Mr. Lawrence is responsible for supervising department personnel, developing plans, specifications and cost estimates for all port construction and rehabilitation projects, oversight of contractors and consultants, negotiations with government entities, and ensuring compliance with governmental regulations.

He has taken leading roles in numerous projects at the Port of Philadelphia during his 25-year career, all with the principle in mind to insure the safety of the men and women who work at the facilities and maintain the integrity of the cargo they handle.

Mr. Lawrence is a 1971 graduate of Penn State University.  He earned a Bachelor of Science in Civil Engineering in 1976 at Geneva College. He also earned a Masters degree in Non-Profit Administration at Eastern University in 2009. 

In addition to his membership in ASCE, Mr. Lawrence is also Chairman of the Board of the Partnership for the Delaware Estuary; a consultant to the Navigation Commission for the Delaware River and its Navigable Tributaries; and a member of the American Association of Port Authorities. He is a former Vice Chairman of the Limerick Township Zoning Board, and a former member of the Limerick Township Planning Commission.
