President Obama on Thursday signed an extension of the highway funding and transportation bill through November 20th, even though he asked legislators to present him with a more long-term solution. Included in that extension is a three-year delay in the implementation of the Positive Train Control (PTC) program that Class 1 railroads said would effectively shut them down on December 31st because they could not meet the regulation's requirements. Demonstrating to their constituents that they have a clear understanding of the long-term nature of infrastructure, Congress hasn't been able to successfully pass transportation funding legislation of a duration of longer than two years since 2005.
