Gov. Timothy M. Kaine appointed Kim D. Saunders of Richmond to the Virginia Port Authority (VPA) Board of Commissioners. Saunders will fill the seat vacated by Jonathan F. Johnson, also of Chesterfield, who resigned in June for personal reasons.

Saunders is the president and CEO of Consolidated Bank and Trust Co., headquartered in Richmond, VA. Prior to joining Consolidated in December 2003, Saunders was the executive vice president and chief lending officer for City First Bank in Washington, DC; she had held those positions since the bank's inception in 1998.

In total, Saunders has more than 20 years of experience in lending with various commercial banks. Moreover, she is considered an expert in developing policies and implementing lending programs with de novo financial institutions (newly chartered banks).

Saunders earned a bachelor's degree in economics from the University of Pennsylvania's Wharton School of Finance and Commerce. She completed he formal credit training at Chase Manhattan Bank in New York.

Saunders' appointment will expire June 30, 2009.
