Hurricane Florence is expected to produce heavy and excessive rainfall in the following areas. Coastal North Carolina is expected to experience 20 to 30 inches, isolated 40 inches. This rainfall would produce catastrophic flash flooding and significant river flooding. South Carolina, western and northern North Carolina expected to receive 5 to 10 inches, isolated 20 inches. Elsewhere in the Appalachians and Mid-Atlantic states 3 to 6 inches, isolated 12 inches are expected.

Hurricane conditions are likely to reach the coast within the hurricane warning area tomorrow. Winds are expected to first reach tropical storm strength today, making outside preparations difficult or dangerous. Preparations to protect life and property should be rushed to completion.

Wilmington

The Wilmington Port facilities will remain Closed at Port Condition I /Zulu. hours (ZULU = A danger condition in which gale force winds are possible within 12 hours. In Port condition ZULU the port is closed, and all port operations are suspended except for vessel movements and activities specially authorized by the Coast Guard COTP).

Norfolk

The Norfolk Port facilities will remain Closed at Port Condition I /Zulu hours(ZULU = A danger condition in which gale force winds are possible within 12 hours. Baltimore
