The Port Freeport Commission approved the Fiscal Year 2026/2027 budget and adopted a resolution maintaining a zero-tax rate for the third consecutive year, continuing the Port’s commitment to fiscal responsibility and financial independence.
Port Freeport achieved a zero-tax rate in 2024, marking the first time in its history that the Navigation District assessed no property taxes. Continued growth in Port operations and operating revenues has allowed the Port to fund operations, meet debt service obligations, and invest in strategic priorities without relying on local property tax revenue.
The FY 2026/2027 budget supports Port Freeport’s ongoing operations and strategic priorities while building upon significant infrastructure investments made in recent years. These investments enhance the Port’s ability to accommodate international trade, attract new business, and support jobs and economic activity throughout Brazoria County and the State of Texas.
The Port’s continued tax independence builds upon decades of investment and support from taxpayers throughout the Navigation District. Today, Port Freeport is positioned to sustain its operations and financial obligations through operating revenues while continuing to generate economic benefits for the communities it serves.
“Maintaining a zero-tax rate while continuing to fund operations, meet our financial obligations and invest in the Port’s future demonstrates the strength and sustainability of our financial position,” said Rob Lowe, Chief Financial Officer and Director of Administration. “Through disciplined financial management and continued growth in operating revenues, we are able to support the Port’s long-term priorities while remaining tax independent.”
Maintaining a zero-tax rate for a third consecutive year further demonstrates Port Freeport’s evolution into a financially self-sustaining seaport while strengthening its ability to serve as an economic engine for Brazoria County, the State of Texas, and the nation.
