Level5Fleet, Inc. will demonstrate the Admiral platform, a chain-of-custody and anti-theft system for tractors, trailers, chassis and intermodal containers, at Intermodal EXPO 2026, the annual conference and exhibition of the Intermodal Association of North America (IANA), held September 14–16 at the Long Beach Convention & Entertainment Center.

The demonstration comes as cargo theft losses are rising sharply even without a comparable increase in overall supply chain crime events. Verisk CargoNet estimated 2025 cargo theft losses in the United States and Canada at approximately $725 million, a 60 percent increase over 2024, while the total number of supply chain crime events remained essentially flat. The average value of a single theft rose 36 percent to $273,990.

“Losses are climbing while incident counts stay flat, which tells you thieves are becoming more effective, not simply more active,” said Dr. Harold Ishebabi, Chief Executive Officer of Level5Fleet.

“The industry's answer has mostly been better observation. But increasingly, the problem is not just someone defeating a lock; it is an unauthorized pickup or handoff that looks legitimate. A tracking unit can tell you exactly where the freight went. Admiral is designed to determine whether it should have gone in the first place.”

Admiral is designed to learn how a freight operation is supposed to work: who is expected to handle an asset, which equipment is involved, where each handoff should occur and what each party is authorized to do. At each operational touchpoint, Admiral Resolve verifies the identity of the person, company or equipment involved and whether that identity is authorized for the requested action. That authorization is then propagated to the asset, where the Admiral Hub carries and enforces it locally.

This approach is intended to address both physical and strategic theft. A fraudulent pickup can look normal to a conventional tracking system: the equipment may be at the right facility, leave through the right gate and continue reporting its location normally. Admiral instead verifies whether the party attempting the operation is authorized before the equipment permits that operation to proceed.

On the equipment, the Hub uses onboard position, motion and tamper sensing and directly controls the locking and braking hardware. The Admiral Lock secures container doors from the inside, while the Admiral Immobilizer prevents unauthorized movement through the parking brake system. Because the authorization is carried and enforced on the asset, the system does not depend on someone seeing an alert and reacting in time.

The system is designed to retrofit across equipment brands. The Immobilizer attaches only to the parking brake line. It will not engage the parking brake while the equipment is moving. The same architecture applies on tractors, trailers and chassis.

A working Admiral demonstration unit will be operating at booth 1527 throughout the show, and Level5Fleet representatives will be there during EXPO hall hours.
