PASADENA, CA - Parsons has announced that Thomas “Tom” Topolski has been promoted to Executive Vice President, Infrastructure Business Development. In his new role, Mr. Topolski will report to Carey Smith, Parsons’ Chief Operating Officer, and will support efforts to achieve top- and bottom-line growth while identifying market opportunities to extend Parsons’ infrastructure portfolio. He will also lead capture strategy, proposal operations, and alternative project delivery.

“Tom is a results-focused executive with more than 30 years of experience in strategy, business development, and operations for infrastructure companies,” said Smith. “Over the course of his career, he has focused on emerging and disruptive events transforming the ways people and goods move from place to place. He will continue to play a key role in shaping the continual growth and evolution of Parsons’ infrastructure business, including our connected cities solutions.”

Beginning in August 2018, Mr. Topolski served as Parsons’ Senior Vice President for Rail & Transit Business Development. Before returning to Parsons, he was the Executive Vice President at Turner & Townsend North America, where he was responsible for the firm’s infrastructure business in the United States and Canada, including transportation, water/wastewater, and power. Prior to that, Mr. Topolski also had progressively increasing levels of responsibility at Louis Berger, including serving as President of Louis Berger International (where he was responsible for all international business, overseeing a staff of 3,400 spread across five geographies and an annual turnover of €300mm), as well as Executive Vice President and Managing Director of Louis Berger International’s Middle East North Africa division. Earlier in his career (from 1998 to 2008), Mr. Topolski worked for Parsons in infrastructure transportation assignments in the Middle East and Washington, D.C. His extensive background spans all facets of the corporation’s infrastructure business.

Mr. Topolski holds a master’s degree in urban planning from New York University and a bachelor’s degree in urban regional analysis and planning from the State University of New York. He has also participated extensively in executive management continuing education programs. Mr. Topolski is a member of the International Road Federation’s Board of Directors, the American Institute of Certified Planners, and is a Certified Compliance and Ethics Professional–International. He will be based in Parsons’ Centreville, VA, office.
