As Congress faces a December 11 deadline to provide long-term certainty for federal transportation programs, the Transportation Construction Coalition (TCC), the unified voice of America’s transportation construction industry, is urging lawmakers to pass a new multi-year surface transportation reauthorization bill and avoid further delays that could threaten critical infrastructure investments nationwide.

To underscore the importance of sustained federal investment across diverse populations and communities, TCC completed its first-ever case study series highlighting how long-term, consistent support from Washington enables projects that improve safety, affordability, and economic growth. The series concludes as Congress’s recent continuing resolution leaves states without the stability needed to plan and deliver major transportation projects.

“American transportation depends on the certainty that only a multi-year surface transportation bill can provide,” said the Transportation Construction Coalition. “Congress was right to prevent a funding lapse, but another short-term extension is no substitute for the stability states need to keep critical projects moving forward. Before the December 11 deadline, Congress must act swiftly to pass a new multi-year bill that strengthens safety, supports economic growth, and ensures communities can benefit from modern, reliable infrastructure.”

Beginning in July, TCC released seven case studies featuring federal highway and public transit investments across 13 states that resulted in measurable benefits in both urban and rural communities. The case studies focused on investments to:

Improve safety for road users and critical infrastructure

• Pennsylvania’s I-83 South Bridge replacement, the Fern Hollow Bridge rebuild, and critical upgrades to Roosevelt Boulevard, one of Philadelphia’s busiest corridors.

• A major Bus Rapid Transit upgrade along Nevada’s Maryland Parkway, connecting downtown Las Vegas with key employment, healthcare, education, and transportation hubs.

Reduce costly congestion and freight bottlenecks that create delays

• Modernization efforts along Interstate 70 spanning Colorado, Missouri, and Ohio to improve reliability and reduce costly delays.

• The replacement of Louisiana’s Interstate 10 Calcasieu River Bridge across Lake Charles, a vital connection between Houston and New Orleans, that no longer meets current interstate standards

Support economic growth and long-term investments across industries

• Investments throughout Alaska, West Virginia, and Virginia to help power American energy production, industrial competitiveness, and AI infrastructure development.

• Improvements along Interstate 90, America’s longest transcontinental highway, to support agricultural operations in South Dakota and restore the Castleton-on-Hudson Bridge in New York.

• The proposed Interstate 14 corridor that would link the Permian Basin to Augusta, Georgia, connecting communities, industries, military assets, and strategic ports throughout the South.

TCC’s case study series represents a snapshot of the infrastructure improvements made possible by the 2021 surface transportation law. With the December 11 deadline approaching, the coalition is urging Congress to build on that progress by passing a new multi-year surface transportation bill.
