STV, a leader in engineering, architectural, planning and program and construction management services, has announced that Luis Cuellar, P.E., has joined CP&Y, an STV company, as vice president and municipal market lead. As a public works expert, Cuellar will lead the firm’s municipal work in the South Texas region.
Cuellar brings 26 years of consulting experience in planning, design and construction-phase services for a wide range of civil infrastructure projects. He has successfully provided roadway, water, wastewater and drainage projects in Bexar County and other municipalities in Central and East Texas. He has served area clients as an extension of staff and has worked directly with councils, city administrators, and directors of public works. His strong technical skills in roadway design, stormwater system design, water and sewer pipeline design, drainage and water modeling, and master infrastructure planning have been learned through his years of project design and management.

Cuellar will focus on building out the firm’s municipal practice, providing a full suite of engineering services in public works.
